Kind of weird situation. Usually there no any problems with downloading installation files. Try the following suggestions:

1. Disable all ADblockers in your browsers
2. Clear cache in your browsers (Ctrl+Shift+Del)
3. in Google Chrome go to Settings → Advanced → Content settings → Automatic downloads → Allow → Add http://popcorn-time.to/; https://popcorn-time.to/windows.html)
4. in Firefox go to Options → Privacy & Security → Security → deselect checkmark 'Block dangerous and deceptive content'
5. Disable Firewall in your Antivirus → disable antivirus
6. Restart your browsers

Try to download the file and don't forget to turn back all of your preferences.
